Today when we get fractures, we treat it. In the past when people got fractures, they used to cut off the limb. In Victorian Era whenever the bones got fractured or pierced through the skin, the whole leg had to get amputated. So Saw was one of the most used instrument.

This is a very weird instrument. Limb vice was used as a surgical way to stop the bleeding. When the surgeons couldn't stop the bleeding, then they would just yank the towel around the wound so that the bleeding will stop completely.
